What is inside the tank
A septic tank is a settling chamber, not a treatment plant. Everything that leaves the house lands in it and separates into three layers.
- Scum floats on top: grease, oils, soap residue, anything lighter than water.
- Effluent is the clear middle layer. This is the only part that is supposed to leave the tank and go out to the dispersal system.
- Sludge sinks: solids that break down slowly or not at all.
Pumping removes the scum and the sludge so the middle layer stays thick enough to do its job. When sludge climbs high enough to reach the outlet, solids start leaving the tank and heading into your drain field or seepage pit. That is the moment a $400 problem turns into a five figure one, because solids do not come back out of the soil.
How often, honestly
The EPA's guidance is to pump every three to five years and have the system inspected every one to three. That range exists because the real answer depends on three things: how big the tank is, how many people live in the house, and whether there is a garbage disposal.

Fresno County's minimum tank size matters here. Table 201 of the county program requires 1,500 gallons for homes of one to six bedrooms, where most national guidance assumes 1,000. A permitted modern Fresno tank buys you time that an out of state article will not credit you with. An older tank installed before the standard may be 750 or 1,000 gallons and will not.
The only way to stop guessing is to have the sludge and scum depths measured at the next service and written down. Two measurements a few years apart give you your house's actual rate, and after that the interval is arithmetic instead of a rule of thumb.
Both compartments, or it was not really pumped
Fresno County tanks are built with a partition. Section 501.10 of the county program specifies the baffle between compartments, the transfer port size, and where in the liquid depth that port sits. Wooden baffles are prohibited.
That partition means there are normally two access openings, not one. A truck that opens the inlet lid, pulls what it can reach and leaves is doing half the job, and you paid full price. The outlet compartment is the one closest to your dispersal system, which makes it the one that matters most.
Finding the lid, and the local rule about it
Section 501.12 of the county program requires septic tank manholes to be weathertight and accessible: extended to grade if the tank sits under concrete or asphalt paving, or within six inches of finished grade if it is under soil.
Plenty of Fresno County tanks do not meet that, because a previous owner landscaped over them or a driveway got poured. Then every single service call starts with someone probing the yard and digging. Expect $50 to $200 added to a pump out for that, every time. A riser installed once runs $200 to $500 and ends the problem permanently, and it also brings a nonconforming tank in line with what the county asks for.
The effluent filter, the cheapest part in the system
Newer tanks have a removable screened cartridge in the outlet. It catches suspended solids before they reach the dispersal system. It clogs, which is what it is supposed to do, and a clogged one produces slow drains throughout the house that look exactly like a much worse problem.
Cleaning it is normally included in a pump out. Replacing it runs $80 to $200. If you have one and nobody has touched it in five years, that is the first thing to check when the house starts draining slowly.
If you have a seepage pit instead of a leach field
Common in Fresno County, and it changes the conversation. A seepage pit is a deep, gravel filled shaft with a minimum sidewall of 10 feet below the inlet, a concrete lid, and a 9 inch inspection hole through that lid. The county program is candid about what these do: "It is generally acknowledged that the use of these systems addresses only disposal requirements as opposed to treatment and disposal."
Practical consequences:
- Keeping solids out of a seepage pit matters more than with a leach field, because there is less soil surface doing the work and no easy way to rehabilitate the sidewall once it seals off.
- Regular tank pumping is the only real maintenance the pit gets. There is no filter, no chamber, no rejuvenation.
- A pit that is losing capacity often gives you months of warning through slowly rising liquid level in the tank, which a pumper can see and a homeowner cannot.
What to have ready when you call
- Your ZIP code and whether the property is inside a city or unincorporated.
- Roughly when it was last pumped, if you know, and whether anyone has ever dug up the lid.
- Number of bedrooms and how many people live there now.
- Whether you have a leach field, a seepage pit, or no idea.
- Whether anything is going wrong right now, or this is scheduled maintenance. Those get dispatched differently.
