What actually fails
Drain fields rarely fail because a pipe broke. They fail because of the biomat, a dense biological layer that forms where effluent meets soil. A thin biomat is useful and does real treatment work. A thick one is a seal.
Three things thicken it past the point of no return:
- Solids escaping the tank, which is what happens when nobody pumps. This is the leading cause and the only one that was fully preventable.
- Hydraulic overload. More water than the soil can absorb, day after day. A running toilet, a softener discharging into the system, or four more people living in a house sized for two.
- Compaction over the field. Vehicles, a slab, a shed, a stack of pallets. The county program spells it out: dispersal fields "shall not be paved over or covered by concrete or a material that is capable of reducing or inhibiting a possible evaporation of sewer effluent."
Fresno soil is the reason the numbers here are different
Table 204 of the Fresno County program sets how many gallons per day each square foot of soil is allowed to accept. The spread is enormous.

Same house, same number of bedrooms, same wastewater. On sand it needs a certain amount of trench. On structured clay it needs four times that much. On massive clay the table does not give you a number at all, it sends you to an engineer.
Then there is the hardpan. Much of the valley floor around Fresno sits on the San Joaquin soil series, whose defining feature is a silica cemented hardpan, a duripan, commonly encountered somewhere in the twenty to forty inch range. Water does not go through it. A trench dug into hardpan is a bathtub.
Which is why Fresno County has seepage pits at all
Section 701.1 of the county program authorizes seepage pits for exactly this situation, in the county's own words: for "areas of the County where subsoils are clay, clay pan, fragipan, hard pan and do not offer opportunities to install typical leach trench disposal type of systems."
A seepage pit goes down instead of out, past the restrictive layer into whatever will accept water below it. The rules attached to it are strict:
- Single family residences only, and only when the site will not support a standard system.
- Minimum sidewall of 10 feet below the inlet, excavated diameter between 3 and 5 feet.
- At least one test boring to groundwater, or 10 feet below the proposed pit depth, whichever is shallower, witnessed by the department.
- The bottom must stay at least 10 feet above groundwater. For a conventional dispersal field the required separation is 5 feet, and the field can never be deeper than 10 feet from natural grade.
- Setback from a well is 150 feet for a seepage pit, against 100 feet for a tank or a conventional field.
Anything outside that has to go to the Regional Water Quality Control Board rather than the county. And the county states directly that these systems address "only disposal requirements as opposed to treatment and disposal," which is why the state has been squeezing them and why your options narrow every time the program is revised.
The trap: your grandfathered system stops being grandfathered
This is the single most expensive thing a Fresno County homeowner can fail to know.
Systems installed before current standards sit in Tier 0 of the state policy. The county program says they "are not covered under this LAMP until such time as these existing systems fail. Once a failed OWTS has been identified, the system will be repaired under the requirements of this LAMP."
So the day your system is declared failed, the replacement has to satisfy the current program. On a lot that predates the rules, some of these are hard to meet:

On top of that: a 100 percent expansion area has to exist and be usable, percolation tests have to come back under 200 minutes per inch on average with no single test above 240, and if the parcel is being newly developed or gaining a second dwelling, a nitrogen loading analysis is required, because the program limits density to one system per two acres.
That last point catches people building ADUs. A granny flat on a rural Fresno County parcel is not just a building permit question, it is a wastewater question, and the answer can be no.
What the county needs before anyone can quote a real replacement
Section 1302.1 requires a site evaluation with a minimum of two backhoe test holes per parcel, at least one in the primary dispersal area and one in the replacement area. Soil borings can supplement them but cannot substitute for them. Each hole has to go 5 feet deeper than the proposed bottom of the dispersal system, or 10 feet deeper than design depth if a seepage pit is proposed. County staff inspect the site alongside the qualified professional and log the holes.
Percolation tests come next: a minimum of three test holes when the primary and replacement areas are close together, six when they are not, each 6 inches in diameter with a presoak of at least four hours.
The site evaluation expires one year after submittal. So does the design. If you get a study done and sit on it for eighteen months, you pay for it twice.
What repair actually means, when it is possible
- Effluent filter or baffle. Hundreds, not thousands. Do this first if the symptoms are slow drains rather than surfacing water.
- Distribution box. A tilted or cracked box sends everything to one trench while the others sit unused. Re-leveling it can bring a field back with no excavation of the field itself.
- Line repair. Crushed or root invaded pipe between the tank and the field, priced per section.
- Resting the field. If there is a second field or an unused expansion area with valves, alternating them lets a stressed field recover. This only exists if somebody built it that way.
Jetting and chemical rejuvenation get sold as cheap alternatives to replacement. They can clear a line. They do not remove an established biomat from the soil, and buying two more years for $1,500 is only a good deal if you spend those two years planning the real fix.
Abandoning an old tank the way the county requires
If you replace a system or tie into a sewer, the old tank cannot just be left in the ground. Section 1101 requires that the sewage be removed, the cover or arch removed, and the bottom perforated so it can no longer hold liquid. Critically: the destruction has to be inspected before the tank is filled, and filling cannot go above the sidewalls or the outlet pipe until that inspection happens. When abandonment follows a sewer connection, the fill has to be done within 30 days of connecting.
Contractors who backfill first and call for inspection after create a problem that gets solved by digging it all back up.
One more rule that decides the whole project
The county cannot grant a variance for a new or replacement system where public sewer is available, and available means within 200 feet of the building or drainage facility on a lot that abuts a sewer. There is one exception: if the connection fees plus construction cost exceed twice the total cost of the replacement system, and the county finds the discharge will not harm groundwater or surface water. If your parcel is on the edge of Fresno or Clovis and the main reached your street since the house was built, this is the first question to settle, before anyone prices a leach field.
